The only reason for paper tickets is that it defeats the restriction that you can only have four electronic tickets in a single electronic ticket booklet. Therefore paper conjunction tickets can have more than sixteen sectors. (A ticket can only hold four sectors including surface sectors, and there is only enough space in the conjunction ticket space to write out three other conjoined tickets)
Aha, I vaguely recall someone saying how they wound up with a paper ticket because of an involuntary routing change which turned a direct flight into an indirect flight: so presumably 17 segments.
