Assuming that the Rio isn't all that diligent on checking room keys to use their shuttle, the Rio is a short walk from the Palms, so that might be an option if the OP stays at the Palms or the Rio.
They don't check room keys at all.
The pick up and drop off point is not at the front door, but is on the west side of the hotel, just outside the entrance closest to the Buffet. This entrance is closest to the Palms as well, I think. One of the shuttles drops off at the left side of Bally's, and the other drops off at the back of Harrahs.
They make one run about every 20 minutes or so, so when you get on you have to sit and wait for a bit before it leaves, but it's no big deal. They run in both directions, btw - it's not just a one way drop off service (however, you can't take one from Harrahs to Ballys or vice versa -- they run to and from the Rio to those two properties.) And it's free!^
