When someone does a "skipped leg" they do it on either a one way, or they skip the last leg of the trip on the return. No one skips a leg in the middle, that will get your ticket auto cancelled by UA. But that is not what is being discussed.
The only way what you suggest as a boogie-man ("hey all you flyertalk folks, don't try this at home, bad things happen") would be if United chose to cancel a future or (then current) reservation different from the one on which a leg was skipped. Nothing in the CoC allows them to do this. And it would be breach of contract to do it.
