Destination advice for combining a mileage run with purchasing fine art?

Thirty years ago, my parents brought a lot of art (oil paintings mostly) back from Haiti. These are awesome pieces and they were dirt cheap. I was reminded of this when I was in New Zealand recently and able to purchase and ship home a fantastic Dali-esque very large oil painting by a Wellington artist, all for a very low price in US$.

Now I'm wondering, where can I travel to get the best deal on fine art? I know Equador is very affordable, has anyone ever bought art there? Ideally I'd like to use some of my mileage runs in the next year to buy art abroad, and I'm just sort of generally searching for ideas if anyone has any.
