No storage at LCY (that I've ever seen). It's not that kind of airport. They won't even store checked bags overnight.
BA is relatively relaxed about cabin bags, especially for J pax, and they never weigh them. You can take two bags (one real bag and one smaller item). However on CityFlyer there is limited overhead space.
Just be prepared to check a bag on one or two sectors—is it really that much of a problem?
