OMG, I just downloaded it to look. WHAT A CLUNKY APP, that could be implemented so much more cleanly. Especially on Android. On Android it COULD be:

1. Take a picture of the MRZ (to get the encryption keys)
2.a Hold the phone against the passport (to read the chip and validate the passport, and download the photo to fill the photo need - with a real passport photo)

More secure and faster... ugh. Why the clunky that is this?

Lowest common denominator is why. And cheap begets cheap.
