Its called an ETA (Electronic travel authorization) Can be done online. Costs $20 AUD. Takes 10 minutes. Its basically a money grab.

Take it from a guy who tried to check in for a trip to Australia and the Check in agent asked: Do you have your ETA? You can't board the flight without it.
When I applied for my GF and I in December, mine arrived within minutes and her's was referred for further approval. Arrived following day.
