Its called an ETA (Electronic travel authorization) Can be done online. Costs $20 AUD. Takes 10 minutes. Its basically a money grab.

Take it from a guy who tried to check in for a trip to Australia and the Check in agent asked: Do you have your ETA? You can't board the flight without it.

In Dorian's case, I believe if you don't leave the airport and connect to another country you're OK
