Why? In practice, we expose ourselves to hundreds of risks everyday but choose caution in a variety of other situations. I'm not sure why refusing body scanners (which safety value I personally seriously doubt) would be any less legitimate than any other personal pet precaution from turning off the gas when you go away to avoiding GM food.
