That's pretty much it, sadly. BA can just pluck a number out of the air and if you want to redeem the miles, you have to pay the cash. There's also a crazy degree of randomness about it - some redemptions in Asia are free or taxes are just £1. US domestic flights too, but then you see situations like this.
