Reservation systems might not be able to handle it, but manually bag tagging is possible
Also, I remember in Dallas several years ago during the hay day of the Wright Amendment you could not even book past connecting states you had to do more than 1 segment (IE Dallas to ABQ and ABQ to Vegas) however they were still able to routes bags to the end (this was on award travel)
