I circled back to this, and continue to be amazed at this.
So I had an idea. I googled "Emotional Support Dog letter". A few popped up that were pay-per-click, so I clicked on them just (costing them at least a few pennies!). I considered it my way of assessing a nuisance tax. Feel free to do the same!
Anyway, I perused the the FAQs. Gotta love this nonsense:
