It should be in the CoC or fare rules if not covered by regulations. My impression is that when many airlines do involuntary downgrades, their obligation is to refund the fare difference (unless covered by EC261) and most give an additional customer service gesture. Unless OPUPs are needed, I wouldn't expect a carrier to give a free upgrade to J.
