Temp card can be loaded up to $500 on initial load. $1000 more can be loaded after it is registered, but before you receive the permanent card. I loaded $500 initially and went back to load $1000 another day after registering it. So $1500 total can be loaded before receiving permanent card.
Per the Wiki, the loads beyond the initial load count toward the monthly $5000 limit, but the initial load does not.
