The most likely reason of rejection is that the employer offered you a job which a Singaporean could qualify as well. I hope you are aware about the new rule that if a position has salary for less than $12000/mo, the company must advertise this to the government job portal and only after proving that no Singaporean is qualified for the job, they can give offer to a foreigner.

Also, regardless to the above rule, as it was mentioned that if a company already has high number of foreign employees, getting new one would be impossible.
