But the CAAV can't cater to the lowest common denominator... the amount has to be enough to dissuade almost anyone.
Also, I'm guessing that someone who can afford to buy a plane ticket (not counting if someone else bought it for them) can afford the $187 without much trouble. The amount needs to be higher.

The fine is supposed to be between 3-5 mil VND. Woefully inadequate to deter the behavior.
