Tickets sold by US airlines are subject to US legal jurisdiction even when the trip is for points of travel wholly beyond the US. For example, if you are blacklisted by the US Government in some particular ways, UA isn't allowed to transport you; they may not even legally sell you a ticket, in some cases, if they know you are on one of those specific USG blacklists -- even when the flight is say intra-Asia.
