It has everything to with the 19 pilots because
it's the official version from CAA that's in charge of the investigation and CAA did provide the progress report on those 19 TransAsia pilots, while
Straits Times only revealed partial result from the official (preliminary) report:
A further 19 pilots did not take the test, due to sickness or because they were not in Taiwan, the Civil Aviation Authority (CAA) said.

most of them? It doesn't say that in the link you posted.
I didn't get the "most of them have called in sick" part from the link either.
