An Australian-Vietnamese passenger was fined ₫4 million (US$187) for smoking in a lavatory on board a Vietnam Airlines (VNA) flight inbound from Australia.

The incident happened Wednesday on flight VN772 from Sydney (SYD) to Tan Son Nhat Airport (SGN).

The relatively small penalty, I think, are one of the things the CAAV will have to change if they want to get the FAA's CAT-1 status, which would allow VN to start up direct flights to the US.

$187 isn't much. $5000, I think, is a better deterrent.

And the CAAV STILL didn't fine the full amount possible!
