Do please bear in mind that nothing in United's official reasoning mentioned anything about fraud or hacking. They made two assertions:
1. They filed fares correctly
2. A third-party vendor's mistake caused those fares to incorrectly be displayed/purchased on their website
Eh, UA was just trying to be as sensitive and tactful as it could be under the circumstances. The misrepresentation issue will sure as h*ll come up as a big point in the DoT discussions.
