Do you really think cookies, or even cheese cake, will go bad on a 14-hour flight if not refrigerated? There are enough preservatives in such foods so even at room temperature, they'll survive. And if there is something "sensitive" in the cookies, US agriculture will want to know the ingredient(s). I doubt if even ice is needed to "protect" them. But OP can purchase a thermal bag/cooler that can keep the contents cool (if they were chilled in a hotel/home fridge).
