I'm not much help here.. but any questions pertaining to EP towards ICA needs to come from your new employer as they are the ones applying for you. There is not much you can do I believe.
As you are aware with the current issue of immigration policy it may even be a matter of foreign quota being exceeded - such things are a matter between ICA and the employer.

I had the same case in my company about two years back. We appealed and got it for the new staff the second time around. Also there, no reasons. And it wasnt a quota issue.
