In my experience in over 50 percent of cases discretionary upgrade means no upgrade. As hotels get better at their own version of yield management one would expect that this feature of programs like LHW and, yes, AMEX FHR, will diminish.
For me the season makes a big difference. The Metropole Monte-Carlo consistently upgrades us one level out of season, The Langham London was super generous out of season with a suite upgrade.. I wouldn't expect the same treatment in high season.
