I can confirm that the Orchard Road YMCA in Singapore is a great place if you're on a budget. I stayed there last October, and I ended up paying around $50 a night for a private room with my own bathroom. The room was very clean and of course was fully air-conditioned. The price also includes daily continental breakfast, though it wasn't anything fancy. The location is great also, right accross the street from the Dhoby Gaut MRT station.
