Mostly a case of convenient timing. The plan to rollout the iPad Minis to the crew has been in the works for a while now. The cases can handle NFC or CC swipe transactions so integrating Apple Pay was relatively easy at that point since essentially everything else was already done.

The Mint flights get it first because those are the first FAs to get the Minis.
