Car seat must be in the window, unless there are two car seats in the row, then one is in the window, and one is in the middle. The other possibility is that a car seat can be in the very middle seat of the middle section on planes with 3 sections. The idea, from what I understand, is that a car seat can't block anyone from being able to exit the plane from their seat to the aisle in an emergency.
