I think the weight limit for what you can put into the overhead locker needs to be brought right down to a safe limit. I see people struggle with their bags every single week.
If the aircraft hits severe turbulence and a few locker doors popped open, a few 23KG bags flying out isn't going to leave a pretty sight.
Plus, some of the bags are larger than they should be - you see the locker doors bent out of place when they are shut. Some passengers realise their bag doesn't fit properly into the overhead locker but just leave it there for someone else (usually the cabin crew) to sort out.
Some of the lockers do not hold a stiff (e.g. Rimowa Topas) carry on and easily close even when it is allowable dimensions. Some overheads really need firm pressure to close (this seems to happen a lot around row 2-3 D-F). This doesn't seem to cause a problem for a semi rigid bag (e.g. Tumi ballistic nylon) as the bag deforms to fit but is a big problem for a fully rigid bag.
