To whom exactly does this downgrading refer to?
Help me understand who exactly the "Thailand's civil-aviation department" are:
Are they the pilots of the national carriers, or ground crew or traffic control?
Does the whole country get downgraded or only a specific carrier?
Does this mean I shouldn't be looking at Thai Airways anymore (hypothetically because I enjoy paying twice what the other airlines charge)?
