"Paying" because I assume the people doing it aren't volunteers. Presumably, someone at Delta thinks it's a good use of their stockholders' money to have these tags handed out.
This one finally fell off the bag I use for my ski boots when we got home the other day...it has traveled all over the world the last 6 years, and has never been a paid bag.
