They insist on putting a tag on every bag that isn't checked that says "Carry-on baggage". It's red, but has nothing to do with international flying.

"Paying" because I assume the people doing it aren't volunteers. Presumably, someone at Delta thinks it's a good use of their stockholders' money to have these tags handed out.
