I've no doubt the conversation took place. But I also know that in large organisations, staff often say things they believe is true, because they've been told something, but just like threads on here, the story becomes morphed, or exaggerated, or just unintetionally warped some extent beyond from its original telling.
And then it gets handed to the IT department, who say, "that'll cost about a million quid to implement" and it gets quickly removed from the priority list in favour of something quicker and cheaper to develop.
