Although just looking at the metar which says 29007KT which would suggest 27 is preferred to give a headwind. For this wind 09 would give a tailwind which is probably not what you want at a short runway airport with a steep glideslope for that runway as well! This was at 1050 though so possibly wind may have been from a different direction earlier for BA2.
