I was on a flight home from PHX a week ago Thursday and the guy next to me didn't have a tray table either. This one was (or wasn't) on the back of the seat in front of him. The FA gave him chips and a cookie from his meal. I didn't think until the end of the flight that I should have offered to trade seats with him after I finished eating so that he could have his complete meal.
