Who Is Eligible to Use APC?
U.S. and Canadian passport holders and international visitors from Visa Waiver Program countries are eligible to use APC kiosks. Visa Waiver Program visitors must have Electronic System for Travel Authorizations (ESTA) approval prior to travel and have visited the United States on at least one occasion after 2008.
I went through CBP in LAX last November. I saw dozens of APC machines, with no wait to use one.
Be aware the APC machines are not Global Entry machines. Unless you have GE (as I do), do not use a GE machine. The GE machines are clearly labeled.
As a data point for anyone with GE: I arrived in LAX on one of the busiest days for American travel: the Wednesday before Thanksgiving. With GE I had absolutely
no wait in the CBP process. I scanned my passport, got my receipt, then went through CBP without having to wait in any line. It was painless.
