Not a dumb question at all: I was in the exact same situation. PreCheck is far easier to qualify for than GE. I was denied GE but quickly accepted for PreCheck.

You're much more likely to have success with PreCheck than with the GE ombudsman. Almost everyone who's contacted the GE ombudsman's office reports months of waiting followed by a form letter confirmation of their rejection.
