Once a year I fly from YYZ to YYJ via YVR on an Aeroplan J Award. As we all know, there is no J cabin on the DASH-8s. But I have always been allowed to use the MLL at YVR between my J flight from YYZ and the Y flight to YYJ. I am doing so in a few weeks and, as I have a two-hour connection, I'm hoping that policy is the same.
I know the policy is applied as you have stated it for one-cabin planes when connecting to/from a J flight. That the YYZ-YOW flight does have a J cabin, even if OP was not able to get an award seat in that class, may have been the reason the receptionist refused access...taking a narrow interpretation of "onward same day boarding pass". I disagree with that interpretation, and think OP should have been given MLL access having "paid" for a J award on the entire itinerary. (As well, OP should have been entitled to any open J seat on the flight.)
