OP has a simple choice. Chase requires the information as part of an anti-fraud effort. He may not see the value of the W-9, but it's hardly a burden to complete or send and it doesn't provide anything he has not already provided to Chase.

That gets to the choice. Either complete and send the form or have the account closed.
