Skyteam Lounge access never mentioned what kind of lounge one has access to, so if China Airlines wants to grant you First Class Lounge access at their home base because you have an Emerald Card, it's their right

However, I am certain China Airlines Gold Card will not grant you access to lounges if the flight is not under CI unless the flight is at least CI code shared (in which it can be rightfully argued).
