No, and no.

Some stores give points on purchases of their gift cards. You can get pints for the gift card then more points when you use the gift card to buy something via the portal. Sears is one, but who knows when they might go poof, faster than you can say Radio Shack. So don't buy gift cards you don't have an immediate use for.
