1A is correct. No need to bring up that he paid full fare, but I can understand the stepping down to the level that 1C and 1D were at.

If I was 1A I would've requested the removal of 1C from the aircraft. Moving someone's item without their consent could be considered "stealing" in some sense. If I say no to my bag being moved and later you take it without me knowing and put it somewhere else, I will think someone stole it instead of placing it somewhere else. Similar to "use without authority" of a vehicle.

If I was the captain I would've thrown 1C off.
