Thanks, sfo3388 for your advice. Was able to purchase a B fare flight , and upgrade to RL (business). Followed your advice on calling eva agent to see if there were available fares for J upgrade (they were quite helpful). Was able to call star alliance for the upgrade a few minutes later (I had trouble navigating the upgrade process). They were helpful and upgraded after a few moments!
