Hertz is responsible for the unauthorized credit card transaction, therefore Hertz is responsible for making sure their f...up doesn't cost you a single penny. Hertz has to pay what they erroneously charged and all the costs of getting that money back to you. Not a penny less than that.

Hertz erroneously charged USDxx - it refunded USDxx --- evey penny of what it charged

That a customer may get charges from a 3rd party for using the card is of no more relevance to Hertz than any merchant fees are of relevance to the customer
credit card fees are an issue between the cardholder and the card company and it seems that with the OP's issue over 2 months ago it chose not to assist
