Most police will lie or embellish their reports in order to give prosecutors fodder to over-charge defendants. The hope is that the defendant will crack and plead to some lesser charge. This approach generally works well as defending yourself in a full court trial is incredibly expensive and of course they know the system better than you (unless you are a habitual offender). I have personally witnessed this behavior twice. Thank God we have reasonably impartial judges and juries in this country who are truly the first and only defense against a total police state. I never complained about having to appear for jury duty again!!
