Interesting. I'll have to look into this for my next trip. Before my last trip, I DID look into this and found something that said you couldn't "opt out" of National's program, but perhaps I misunderstood this meaning.

Of course, for most folks, it's not worth the hassle to get a Sunpass, but if you're in Miami for a couple weeks a year it would be worthwhile. I tend to spend more time in Broward and Palm Beach, where I wouldn't have the same problem.
