You should take a look at a map app called Waze.

I have experienced the same problems with Google maps here in Colombia that you described. Waze works well and is poplular here. I would assume that it would be the same in Chile, but I don't know that for sure.

One big advantage of Waze is that is downloads a large map of the area in which you are driving and uses your phones GPS to track your location. So, even if you lose internet connectivity the program continues to work. It works even if you don't have a data plan. In that case, you could do your routing while hooked up to wifi and the phone will work like a regular GPS device while you are in transit. I'm not sure how large an area the downloaded map covers, but it's very big. I've used it on a trip that covered a hundred km without a data connection. The only problem is that the downloaded map does not have a lot of data about stores, restaurants, etc., so if you want to do a search you need a data connection.
