I saw the TransAsia counter empty at the airport today. Maybe there are just no flights boarding at this time. I don't know, I didn't bother to check.
For most airlines, they would make an exception and allow refunds. Don't know about TA. I guess it would depend on the fare you purchased. If you're due to fly today and the counter is closed, you could call it a flight cancellation in which case I would think a refund is due.
I have a feeling they have other priorities right now.
