Apply yes, get approved maybe. All goes back to why a person was denied GE. Of course it would appear there are some issues with finding out specifically why GE was denied unless it was one of those obvious "convicted smuggler" kind of denials. Hard to tell if you don't know the reason there's no way to know if the same reason would apply to PreCheck and cause denial for that program too.
