Yes, you can purchase a data-only plan from almost every carrier. Where ever you could get a data signal on your smartphone, you would get the same on your tablet. The problem is that data plans are not cheap; and given your apparent addiction to the internet, I imagine you would burn through even the largest data plans quickly.
