I always get points when booking through the corporate travel agent (HRG). I'm not familiar with BCD travel, but would imagine that they are hooked in to the GDS and that points should be awarded...
BCD Travel probably uses a consolidator rate for their hotel bookings which means - no points.

One way to check on this is to compare the rate you get on BCD Travel website with accor.com. If the BCD Travel rate differs (cheaper) than the accor rate, then its a consolidator rate.
