The reason GS doesn't include UC membership is probably because many GS already purchase it on their own. UA knows what % of new GS invitees are already UC members; offering free UC membership to all GS members tells that % of GS members that are already UC members not to renew their UC memberships. So UA would essentially be leaving money on the table. If the % is high, and I suspect it is, UA is wise to do this.
I'm not so sure - I have been GS for three years now and will never purchase a UA membership not have I ever desired one - 95% of my travel is international (as are many/most GS I believe) so I get in the UA clubs/ GFL anyways with my ticket.
